To improve the social security coverage of agency workers in France, a supplementary health insurance scheme has been implemented to cover medical costs and hospitalisation. This adds to the coverage already provided by the French state. The premium of the additional insurance is half covered by the employment agency. The insurance not only covers the worker, but also their family members. The fund is jointly managed by the trade unions and Prism'emploi, the French association of private employment agencies.

The challenge

The health insurance scheme in France was not suited to the specific situation of the agency workers (varying frequency and length of assignments, multiple employers, etc.).

Solution

To improve social protection of agency workers, a supplementary health insurance scheme has been implemented to cover medical costs and hospitalisation.

  • As soon as an agency worker has worked 414 hours, he/she automatically becomes affiliated as of the following month or as of the first hour if he/she is on a open-ended contract with the temporary work agency or under a contract of more than 3 months.
  • The temporary agency work company pays for 50% of the contribution. For the worker, the cost amounts to €0.06 per hour (or €9.08 per month - 157 hours). A "Guarantee +" is available for €11,87 per month and allows for a better coverage.
  • The contribution is calculated at the time worked and benefits are maintained between assignments.

Outcomes
