Prospect Statement

Until 2017, agency workers in the Netherlands were unable to apply for a mortgage loan. Together with banks, the Dutch association for employment agencies created an accredited method allowing a big data assessment on one's future employability and earning capacity. The result of the assessment is presented in a "Prospect Statement" that banks can use in their decision to provide the loan. By doing so, a worker's future labour market perspective, rather than their current employment contract, provides security to third parties. Over 3,500 Prospect Statements have been provided. Over 1,200 agency workers have been able to buy a house based on the Statement, none of whom would've be able to do so without this Statement.

The challenge

Agency workers usually face difficulties to obtain mortgage loans as banks consider their future employment and earning capacity not secure enough.

Solution

In 2017, the Dutch association for employment agencies (ABU) created, together with banks, an accredited method allowing a big data assessment on one's future employability and earning capacity. The result of the assessment is presented in a "Prospect Statement" that banks can use in their decision to provide the loan. By doing so, a worker's future labour market perspectives - rather than his or her current employment contract - is providing security to third parties.

Outcomes

The scheme started in 2017. Since then 3.500 Prospect statements have been provided to agency workers. 1.200 mortgage loans have been provided, none of whom would’ve gotten a loan without the statement.
